ישיבת ועד מנהל 9.4.13

קופת צדקה:

אלי: אנחנו נפגשים אחת לכמה זמן במטרה להחליט על חלוקת כספי הצדקה. אנחנו נותנים שוברים לקניית מצרכים. החברים הם דורית מאיירס, אסתר , חנה  ומינדי שימל כבעלות זכות חתימה. יש לנו חשבון בנק נפרד מהעמותה. מותר לנו לראות את מצב החשבון באינטרנט, אך לא לבצע פעולות. הקופה מנהלת בין 150 למאתיים אלף שקל בשנה. כל הכסף נכנס ויוצא ללא כספים בהשקעות וכדומה. הפרויקטים הגדולים הם לפני החגים שאנחנו נותנים שוברים. יש לנו רשימה של אנשים קבועים ושאר האנשים מופנים אלינו מלשכת הרווחה. אנחנו נותנים רק לנזקקים מהשכונה.

חנה: יש מדי פעם בקשות שמגיעות מחברי הקהילה. הפרויקט הראשון כזה היה לילדה פלסטינית בשם דלאל שיזם גרשון גורנברג: בגלל כמה היבטים של הפריויקט הזה הבנו שאנחנו לא יכולים לטפל במקרים כאלה יותר.

דנה: האם ניתן להעביר כספים למי שצריך דרך קופת צדקה?

חנה: לפעמים זה אפשרי אבל ברור שאנחנו לא יכולים לשמש רק 'צינור' להעברת כספים.

יהושע: עמותה לא יכולה להעביר כספים לעמותה אחרת כתרומה אלא אם כן יש החלטה של הועד המנהל.

אלי: זה יוצר לנו בעיה של זמן שלפעמים יש צורך דחוף להעביר כספים לעמותה אחרת.

חנה: לאחרונה היה פרויקט מיוחד עבור חבר קהילה חולה שקיבל הרבה יותר ממה שציפינו.

לינדה: האם יש לנו בעיה השנה? אם יש אולי כדאי להודיע לרשם העמותות מיוזמתנו.

ג'וש: צריך לבקש מפרקש לבדוק מבחינת הדוח''ות של 2012 אם יש לנו בעיה עם הרשויות.

ג'יי ושי יבדקו עם פרקש את הנושא.

יהושע: כדאי שיהיה יותר תקשורת עם הקהילה שידעו מה אתם עושים.  וכדאי שיהיה יותר דיווח

חנה: אנחנו שומרים מאד  על צנעת הפרט ולא בטוחים שאנחנו רוצים לגדול יותר מדי

ג'וש: כדאי מבחינת התורמים שידעו מהו המבנה של קופת הצדקה.

פנינה: האם כל הכסף של פורים נתרם בפורים?

אלי: קיבלתי פסק של הרב פינק שאם כותבים מראש שהכסף הולך למתנות לאביונים ולשאר צרכי צדקה אפשר לתת את הכסף גם אחרי החג וזה רשום כל שנה לפני פורים.

אסיפה כללית קודמת:

ברוך: כדאי לרשום באסיפה הבאה פרוטוקול מורחב, מעבר לנקודות המינימליות שרשם העמותות דורש.

המסמך של ברוך מצורף בדף נפרד. 

לינדה: בעניין האנשים החדשים בועד. הועד מתפקד כרגע בצורה לא רעה, אך למרות זאת אנשים חדשים לא ממש רוצים להצטרף ולא ברור למה. 

דנה: ייתכן שלצעירים קשה להצטרף משום שיש להם ילדים קטנים. דם צעיר זה חשוב אבל לא צריך להתאבד על זה. 

לינדה: אני מוכנה לעסוק בגיוס אנשים צעירים להשתתפות בועד. אני ממליצה שנגביל את החברות בועד לשנתיים ברגע שנשנה את התקנון.

דנה : צריך שיהיה ברור מהם הסמכויות של יושבי הראש. 

ג'וש: זה אמור להופיע בתקנון

צריך לפרסם באופן יותר מסיבי את האסיפה הכללית.

אסיפה כללית הבאה: בתאריך 16.6

לינדה: צריך שתהיה תכנית תרבותית לאסיפה וגם שיהיה כיבוד.

יום השואה:

דניאל: אני לא רואה שום ערך דתי במגילת השואה. זה הרגיש כמו טקס חילוני. איכה מזכיר את החורבן אבל זה לא מספיק ומה שהופך את זה לדתי זה כי כתוב שאנחנו הבאנו את זה על עצמנו. משהו דומה היה צריך להיאמר לגבי השואה

ברוך: השילוב (בתוכנית בכלל) בין העברית לאנגלית היה מצוין

דונה : אנשים טענו שהיה ארוך מדי ובנוסף הייתה הרצאה של חברת הקהילה בבית בויאר וזה משך חברי קהילה רבים לשם.

יום העצמאות

לינדה: אין מי שיקשט את הבניין. 

ברוך: אני מציע לפרסם שוב בשבת הקרובה.

פנינה ודניאל: אפשר פשוט לוותר אם אף אחד לא רוצה. 

לינדה: עדיף שמישהו מהוועד יקח אחריות ואז יבקש עזרה ממתנדבים ולא להשאיר מתנדבים שלא עשו זאת מעולם לבד. 

לינדה: קובי ממשיך לדבר על ועדת תוכניות. השאלה היא אם כדאי שתהיה ועדה כזו. אולי כדאי לשאול את קובי אם הוא מוכן להיות יו"ר הועדה.

Kehillat Yedidya Executive Committee Meeting 9.4.13

Present: Linda Gradstein, Bruce Rosen, Josh Schoffman, Penina Arbit, Donna Goldberg, J Rosenberg, David Gleicher, Daniel Rohrlich, Gary Ginsberg, Ellie Render*, Hana Levine* (Kupat Tzedaka)

Kupat Tzedaka:

Ellie: we meet every couple of weeks to decide on the distribution of the Tzedaka, generally in the form of coupons for supermarket purchases. The members are Dorit Meijers, Esther (?), Hana and Mindy Shimmel . We have a separate bank account from the community’s regular one, which we can view online (without carrying out transactions). The turnover is between 150,000 and 200,000 NIS annually, all of which goes in and is paid out without any reserves, investments, etc. The major action is before the Hagim – distribution of coupons for retail stores. We have a list of regular clients, and others are referred to us by the Welfare Services. All are local residents.

Hana: we have had extraordinary requests from within the community, the first was initiated by Gershom Gorenberg for Dalal, a Palestinian girl in need of medical care. For various reasons we realized that it is no longer possible to take on such projects.

Donna: can funds be transferred directly to a specific individual through the Kupah?

Hana: occasionally this is possible, but we can’t just serve as a “pipeline’ for such transfers.

Josh: An Amuta is not allowed   to transfer money to another Amuta as a donation without an express decision of the executive.

Ellie’: that could cause us problems as occasionally we need to make an immediate transfer to another Amuta.

Hana: recently we were involved with a fund for a community member with medical needs which reached much greater proportions than we had expected.

Linda: but does that raise a specific problem for us this year? Maybe we should inform the Rasham Amutot on our own initiative?

Josh: we need to check with Farkash (accountant) whether this causes a specific problem with the tax authorities in our 2012 return.

J and Shai will check this out and report back.

Josh: (to Hana and Ellie) I think it would be good if there was a bit more communication with the general community about your activities, and more accounting to the executive committee.

Hana: we maintain a low profile mainly for personal privacy of our clients. We’re also not particularly interested in expanding our activities beyond their current scope.

Josh: but nevertheless I think that those who are contributing  (the community) should know how the Kupah works.

Penina: is all the money collected on Purim actually distributed on Purim?

Ellie: I checked this with Rav Fink, an expert on Tzedaka. If you stipulate ahead of time that the money collected is for Matanot L’Evyonim and other charitable purposes, then it can be distributed after Purim itself; we make this stipulation every year.

The minutes of the previous meeting were accepted.

AGM (last year and upcoming)

Bruce: We need to take more expanded minutes at the AGM than just the minimum that the Rasham stipulates. Bruce’s recommendations are attached separately.

Linda: with regard to electing new members; the Va’ad is pretty functional at the moment, but nevertheless, people seem hesitant to join – why?

Donna: our younger members still have young children. While new blood is important, we don’t need to go over the top to recruit new members.

Linda: I’m willing to try and recruit new members. I also think we should restrict membership to a two-year period when we change the community regulations.

Donna: we also need to clarify what the authority of the chairpersons is.

Josh: that should already be in the regulations. We also need to publicize the AGM more widely.

The AGM will take place on Sunday, June 16 (already confirmed with Farkash)

Linda: we need some kind of program and food for the AGM, to encourage attendance.

Past Events: Pesach

Bruce: The Shabbat Hagadol meals went very well

Donna: David Golinkin gave a very good drasha.

Holocaust Day.  Daniel Rohrlich: I don’t see Megillat Hashoah as a religious document, and its reading was a secular ceremony.  It imitates Eicha, which describes a disaster that befell the Jewish People, but that description by itself is not what makes Eicha a religious document. What makes Eicha a religious document is that it says that we brought the disaster upon ourselves by abandoning God.  Something similar needs to be said also in connection with the Shoah.  We cannot say – probably no one can say – that we brought the Shoah upon ourselves.  But we can say that, in spite of this disaster which we don’t understand, we still are not deterred from worshipping God and keeping His mitzvot.

Bruce: I think the overall program was very good, particularly the balance between the Hebrew and English parts.

Donna: some people said it was a bit long, also there was a presentation by community members in Bet Boyar, which attracted members away.

Upcoming Events

Independence Day. Linda: we don’t  have anyone to decorate the building

Bruce: I suggest we put out another announcement calling for volunteers this Shabbat.

Penina, Daniel: or simply leave it if no-one wants to volunteer.

Linda: nevertheless I think someone from the Va’ad should take responsibility and ask for help, rather than leave inexperienced volunteers to do it by themselves.

Misc:

Linda; Kobi keeps talking about having a programming committee, I’m nt sure whether ti’s necessary, but I plan to ask him if he’ll chair it.

Penina: can we have the minutes posted on the website (J agreed to pass them on to Eudice for this purpose).
