סיכום ישיבת הוועד המנהל של קהילת ידידיה שהתקיימה ב-21 במאי 2014
משתתפים :
· חברי הוועד המנהל: לינדה גארדשטיין (יו"ר), ברוך רוזן (סגן יו"ר), אביטל אורדן, קובי איבלמן, דנה גודלברג, עדינה גולומבק, גארי גינסברג, דוד גלייכר, ג'וש מרגו, דניאל רורליך.
· משקיפים: השתתפו בישיבה כשלושים חברי קהילה שהגיעו כדי להשקיף ולהביע את דעתם.
על סדר היום:
1. הצגת טיוטת הצעה על קבלת שבת – ברוך רוזן
ברוך רוזן הזכיר למשתתפים שקהילת ידידיה משחקת תפקיד מרכזי בחייהם של חברים רבים. הוא מאמין שגם אם ייעשו שינויים בפורמט של קבלת שבת, הקהילה תמשיך לתפוס מקום ייחודי ומיוחד במנעד של בתי הכנסת בדרום ירושלים. הוא מאמין ששני חללי התפילה – הן האולם המרכזי והן אולם הכניסה – הם חללים ראויים ולכל אחד מהם יש יתרונות משלו.
ברוך
הציג טיוטת הצעה לפורמט חדש של קבלת שבת (ראה הצעה).
בקצרה: ההצעה היא לתהליך תלת-שלבי:
א. במהלך חודשי הקיץ, בעלי שמחה יוכלו לקיים קבלת שבת בהובלת אישה בקומת הכניסה. באולם התפילה המרכזי תתקיים תפילה בהובלת גבר.
ב. מספטמבר עד דצמבר תתקיים קבלת שבת בהובלת אישה 4–6 פעמים בקומת הכניסה, במקביל לתפילה בהובלת גבר באולם התפילה.
ג. מינואר ועד אפריל תתקיים קבלת שבת בהובלת אישה 4–6 פעמים באולם התפילה למעלה במקביל לתפילה בהובלת גבר בקומת הכניסה.
2. הצגת טיוטת הצעה על קבלת שבת – דניאל רורליך
דניאל הדגיש שנערך סקר שבדק את דעות חברי הקהילה אבל לא נערכה הצבעה. הוא טען שהצבעה הייתה גורמת לחברים לשקול גם את דעות האחרים בעוד סקר הוא הזדמנות להביע את דעתם הם. גם הוא ציין שהחלל בקומת הכניסה הוא חלל יפהפה לתפילה והצהיר שחשוב להגיע לפשרה שתשמור על שלום הבית בתוך הקהילה.
דניאל הציג את הצעתו לפורמט חדש של קבלת שבת (ראה הצעה) . בקצר:
א. במהלך שנת ניסיון, בעלי שמחה יוכלו לקיים קבלת שבת בהובלת אישה. כמו כן, ביוזמת הגבאיות תתקיימנה מספר תפילות נוספות על אלה הקשורות בשמחות. התפילה בהובלת אישה תתקיים בקומת הכניסה, ובאולם התפילה המרכזי תתקיים תפילה בהובלת גבר.
ב. בסוף שנת הניסיון הקהילה תצביע האם לאפשר לאישה להוביל את קבלת השבת ויידרש רוב של 2/3 לקבלת הצעה כזו.
3. תגובות חברי הוועד המנהל
הרעיונות המרכזיים שעלו הם:
· ישנן אפשרויות רבות לשינוי והן לא זכו לאותה מידה של תמיכה הן בקרב תומכי השינוי והן בקרב המתגדים. חברים שתומכים בשינוי מעדיפים תפילה אחת בהובלת אישה מהבימה באולם התפילה המרכזי.
· שינוי הדרגתי ואיטי יאפשר לחברים להתרגל לשינוי.
· הצעתו של דניאל היא פשרה לא-מאוזנת והשינוי שהיא מציעה קטן מידי.
· התפילה באולם התפילה העליון נתפסת כ'אירוע המרכזי', אם לא ננסה לקיים בחלל הזה תפילה בהובלת אישה כיצד נוכל להצביע בעד או נגד האפשרות הזו?
· צריך לשקול כיצד ההחלטה תשפיע על מצבת החברים, אך נוכל לרכז מאמצים ולהתאושש מעזיבת חברים.
· עלה הרעיון לקיים תקופת ניסיון דו-שלבית בלבד.
· שתי ההצעות הן הצעות פשרה, הגיע הזמן להחליט.
4. תגובות הקהל
הרעיונות המרכזיים שעלו הם:
· כיום נשים מעטות משתתפות בקבלת שבת
· בעבר השתתפו יותר נשים בקבלת שבת באופן יחסי, מה השתנה?
· קיומן של שתי תפילות עשוי לחלק את הקהילה. אך אם לא תהיה תפילה מקבילה בהובלת גבר, חברים רבים עלולים לעזוב.
· יש להעריך כל חבר וחברה וחשוב שלא להדיר חברים קיימים. אין להתייחס לחברים חדשים כתחליף לחברים הוותיקים.
· לקהילה יש חשיבות רבה בעיני חבריה.
· חברים רבים שתומכים בשינוי עשויים לעזוב אם לא יהיה שינוי.
· אם יש רצון לשינוי ואין מניעה הלכתית, יש לשנות ולהציע אלטרנטיבה מכובדת לאלה שאינם מעוניינים בשינוי.
· התהליך היה ארוך והגיע הזמן לקבל החלטה.
· צריך למצוא פשרה ולשמור על שלום הבית.
· ההצעה שמעדיפה את בעלי השמחה על פני חברים אחרים גורמת לחלק מהנשים להרגיש שאין התייחסות רצינית לצרכיהן.
· לפי שתי ההצעות תתקיים תפילה בהובלת גבר 3/4 מהזמן.
· כדאי לנסות פורמטים שונים אך לא בהכרח לפי סדר קבוע מראש.
· צריך למצוא דרך לרפא את הכאב והכעס שנוצרו במהלך הדיון.
5. הצבעת הוועד המנהל – איזו הצעה תשמש בסיס לדיון
לפני ההצבעה, דניאל רורליך ביקש להציג הצעה אלטרנטיבית להצעתו הקודמת. בקשתו נדחתה.
הוועד המנהל החליט לקבל את הצעתו של ברוך רוזן כבסיס לדיון בהמשך הישיבה, לפני הצבעה סופית.
6. דיון בהצעתו של ברוך רוזן
נושאים לדיון נוסף ולהבהרה:
א. תזמון השלבים השונים
ב. היכן יעמדו מנחי התפילה?
ג. כיצד תקבע המדיניות לאחר תקופת הניסיון?
ד. נושאים נוספים שיידונו בישיבות הבאות (לדוגמה: מעריב).
חברי הוועד המנהל העלו כמה נקודות ובהן:
· בקיץ מגיעים פחות מתפללים, אבל אנחנו רוצים שחברים שיש להם שמחות הקיץ יוכלו ליהנות מהשינוי.
· השלב השלישי אמור להסתיים בתקופה עמוסה של השנה (סביב פסח). עדיף לסיים את השלב הזה בסוף מאי.
· האם יהיו מספיק משתתפים בתפילה בהובלת גבר כדי למלא את אולם התפילה המרכזי?
· תהליך קבלת ההחלטה הסופית צריך להתקיים במאי אבל לפני האסיפה הכללית הבאה.
· יש שמעדיפים שהשלב השני והשלישי יהיו בני חמישה חודשים כל אחד.
· היה דיון ער בשאלה כיצד יש לקבל החלטה על המדיניות בסוף תקופת הניסיון. כמה מהחברים חושבים שיש להסתמך על הנתונים מתקופת הניסיון כדי לקבל החלטה. אחרים אמרו שיש להבהיר מי יקבל את ההחלטה הסופית וכיצד תתקבל ההחלטה הזו לפני תחילת תקופת הניסיון
· דניאל רורליך עמד על דעתו שיש להחליט כעת מה תהיה הפרוצדורה לקביעות המדיניות לטווח ארוך לאחר תקופת הניסיון.
· הובעו דעות שונות לגבי הצגת התהליך כהדרגתי. המתנגדים טענו שזו אינדיקציה ברורה לכוונה להגיע לשינוי בעוד התומכים טענו שעדיף לאפשר לחברים להתרגל לשינויים קטנים.
גם החברים העלו כמה נקודות ובהן:
· קיומה של תקופת ניסיון במקום החלטה סופית כעת תביא להתנהגות הפגנתית במשך השנה כולה.
· כדאי לנסות.
· כדאי לקבל החלטה סופית.
· לאף אחד מה'צדדים' אין מונופול על כאב, כעס או רגשות פגועים.
· אנו משפחה ויש להשקיע בתיקון הפיצול בתוך קהילתנו.
· חשוב לוודא שבשתי התפילות יהיה מניין לטובת אומרי הקדיש.
· תהליך השינוי בקהילה הוא איטי מאוד
· איך נתייחס להתרוצצות הילדים?
· האם זה (אישה המובילה קבלת שבת למעלה) מה שאנחנו רוצים שייצג את הקהילה כלפי חוץ?
· לפני המעבר לבניין הנוכחי שמחות של נשים נחגגו באולם התפילה המרכזי בעוד הגברים יצאו לחלל אחר לקריאת התורה.
7. הצבעה על הצעות לתיקון ההצעה
א. הוצע שיש לאפשר לבעלי שמחה לבחור היכן תתקיים התפילה בהובלת אישה גם בשלב הראשון והשני של תקופת הניסיוןהוועד המנהל דחה את ההצעה הזו.
ב. הוועד החליט לדון במדיניות לטווח ארוך ובצעדים הבאים לגבי נשים המובילות את קבלת השבת במאי 2015, לאחר שלושת שלבי תקופת הניסיון. כמו כן נקבע שתקופת הניסיון תסתיים במאי.
ג. הוועד החליט להסמיך את יושבת הראש למנות צוות יישום בן חמישה חברים ובהם לפחות גבאי או גבאית בעבר או בהווה ולפחות חבר אחד בוועדת ההלכה והמנהג.
8. הצבעה על ההצעה המתוקנת
תשעה מחברי הוועד המנהל תמכו בהצעה המתוקנת (ראה החלטה) , אחד נמנע ולא היו מתנגדים. ההצעה התקבלה.
9. נקודות לדיון בהמשך
הוועד המנהל החליט לדחות את הדיון בשאלה היכן יעמדו מובילי התפילה כי לא נותר זמן לדיון מעמיק.
10. החלטות שהתקבלו בדוא"ל מאז הישיבה האחרונה
א. הוועד קבע שהאסיפה הכללית של חברי העמותה תתקיים ב-17 ביוני, 2014 בשעה 19:30.

Observers: approximately 30 members attended, to observe and offer input
Bruce Rosen reminded those present of the important role that the Kehillat Yedidya community plays in the lives of many members. He stated his belief that even if changes are made to the format of Kabbalat Shabbat, Kehillat Yedidya will still occupy a unique and special place in the spectrum of shuls in South Jerusalem. He believes that both the upstairs and ground floor prayer spaces are desirable prayer spaces, each with its own advantages.
Bruce Rosen presented his Kabbalat Shabbat proposal (click here to see). To summarize:
The proposal is a three-phase, graduated introduction of woman-led Kabbalat Shabbat.
a. During the summer months, the option of Kabbalat Shabbat led by a woman will be available to families celebrating smachot, to be held on the ground floor, with a male-led service upstairs.
b. From September to December Kabbalat Shabbat will be led by a woman approximately 4-6 times, downstairs, with a male-led service upstairs.
c. From January to April Kabbalat Shabbat will be led by a woman approximately 4-6 times, upstairs, with a male-led service downstairs.
Daniel emphasized that the community had been surveyed on their opinions about Kabbalat Shabbat but had not voted on a proposal. He suggested that when voting, members would take the opinions of others into consideration, whereas the survey was an opportunity to express their own opinions. He, too, suggested that the ground floor space is a beautiful space for tefilla and stated that he believes that a compromise which preserves shalom bayit is important.
Daniel Rohrlich presented his Kabbalat Shabbat proposal (click here to see). To summarize:
a. During a one year trial period, the option of Kabbalat Shabbat led by a woman will be available to families celebrating smachot and will also be held a number of times, not for smachot, as determined by gabayot. This service would take place on the ground floor, with a male-led service upstairs.
b. At the end of the one year trial period, the community would vote on whether to have a woman lead Kabbalat Shabbat and a 2/3 majority would be required to pass such a proposal.
A summary of the themes expressed in the comments:
· Not all change options are seen as equally desirable; members who wanted change prefer a single Kabbalat Shabbat service, led by a woman, standing on the bima, upstairs.
· A slow gradual change is preferable to allow members to get used to changes.
· Daniel's proposal is a "lopsided" compromise which favours little change.
· The upstairs service will be seen as the "main event", without trying out this service with a woman leading, how can we vote on this option?
· We need to consider how this decision will affect membership but we can make efforts to recover from dropping membership.
· A desire for only a two phase trial was expressed.
· Both proposals are compromises, now it is time to decide.
A summary of the themes expressed in the comments:
· Currently few women attend Kabbalat Shabbat.
· There used to be proportionately higher numbers of women attending Kabbalat Shabbat, why has that changed?
· While offering two services may split the community, not offering a male-led alternative service will drive members away altogether and they may not return.
· Members should be valued as individuals and it should be important not to alienate current members. Current members shouldn't be thought of at being replaceable by new members.
· The community is very important to many members.
· Members who want change may also choose to leave if none happens.
· When there is a desire for change and it is halachically permissible, we should offer change while also offering a respectful alternative to those who don't want change.
· The process has been quite extended, it is time to reach a decision.
· We need to find ways to compromise and meet in the centre to maintain shalom bayit.
· A proposal which favours ba'alei simcha over other members makes some women feel that their desires are being tolerated and no more.
· All of these proposals maintain a male-led service 3/4 of the time.
· We should try multiple Kabbalat Shabbat formats not necessarily in any particular order.
· We need to find ways to heal from the hurt and anger generated during this debate.
Before moving to a vote, Daniel Rohrlich asked to present an alternative to his original proposal but was told that this was out of order.
The Executive Committee voted to adopt Bruce Rosen's proposal as the basis for further discussion and modification, before a vote.
Items for further discussion and clarification:
a. Issues regarding the timing of the three phases.
b. Where the leaders will stand to lead Kabbalat Shabbat.
c. Procedure for setting policy after the trial period.
d. Other issues mentioned on the draft proposal which will be discussed at future meetings (eg. ma'ariv )
Input from the Executive Committee included:
· Summer is a low attendance time of year, but we want to offer this new option to members who have smachot during the summer.
· The timing of the 3rd phase has it end at a busy time of year (Pesach etc), it would be best to end this phase in May.
· Will the male-led service be too poorly attended to fill the upstairs space?
· The decision making process should be held in May but before the next AGM.
· A preference was expressed for two 5 month trials of the second two phases.
· There were differing opinions on how a policy decision should be reached at the end of the trial period. Some members expressed the opinion that data from the trial period was necessary to help determine how the policy decision should be made. Others expressed the opinion that it should be clear before starting the trial period who will be making the final policy decision and how that decision will be made.
· Daniel Rohrlich felt strongly that the Executive Board needs to formulate already now a procedure for choosing, at the end of the trial period, a permanent kabbalat-shabbat policy
· There were differing opinions on the graduated implementation: those opposed felt this indicates a clear intention to move towards change, while those in favour felt if best to change slowly and allow members to get used to change little by little.
Input from the membership included:
· Holding a trial period rather than making a decision will create a year-long "demonstration".
· Let's give it a try
· Let's make a decision
· No one "side" has a monopoly on pain, anger or hurt feelings.
· We are family, we need to work on repairing the divisions in our community.
· It is important to make sure that each service has a minyan so that people can say kaddish.
· The pace of change in the community has been very slow.
· How will we address the issue of children running around.
· This (women leading kabbalat shabbat upstairs) is not the face we should be presenting to the broader community.
· Before moving to the current building smachot of female members had the option to be celebrated in the "main" tefilla space while men went to a different space during kriyat nashim
a. An amendment was proposed to allow ba'alei simcha determine the location of a woman-led Kabbalat Shabbat, even during the first two phases of the trial period.
The Executive Committee voted not to adopt this proposed amendment.
b. The Executive Committee voted to determine long-term policy and next steps with regard to women leading Kabbalat Shabbat in May 2015, after the three phases of the trial. The proposal was also amended to have the third phase of the trial end in May.
c. The Executive Committee voted to have the Yoshevet Rosh put a five person implementation team in place which will include current or former gabaim/gabayot and a member of the VMH.
The amended proposal was adopted by a vote of 9 in favor, none opposed and one abstention. (click here to see)
The Executive Committee agreed to postpone a decision regarding where the leader would stand during Kabbalat Shabbat because there was not enough time for the discussion.
The Executive Board set the date and time of the Annual General Meeting for Tuesday June 17, 19:30.
