למרים פיין לרגל תחילת עבודתה כמנהלת המשרד.

תקצוב התאמת ארון הקודש בקומת הכניסה לדרישות חברת הביטוח
פוליסת
הביטוח החדשה של הקהילה מחייבת אחסון של ספרי התורה בארון הקודש הנעול בקומה
העליונה. הוועד המנהל התבקש לאשר תקציב של עד 2000 ₪ להתאמת ארון הקודש בקומת
הקרקע לדרישות חברת הביטוח כדי שיהיה אפשר לאחסן ספר תורה בקומת הקרקע. ספר התורה
הזה ישמש את המניין בימות החול ואת מניין ההשכמה בשבתות וימנע את הצורך להוריד
ולהעלות ספר תורה מידי יום. יש הסכמה עקרונית לתקצוב השינויים הדרושים בכפוף
לתוכנית קונקרטית ולהצעות מחיר. כמו כן, יש להתחשב גם בשיקול האסתטי.

הצגת טיוטת שאלון הסקר הקהילתי על השינויים המוצעים בפורמט של קבלת שבת
דינה
ויינר הציגה בפני הוועד המנהל והמשקיפים את טיוטת השאלון. היא עברה על השאלון,
הסבירה את השאלות ואת הרציונל והגיבה להערות.

סיכום של הצגת השאלון:
א.
ועדת
המנהג שאפה לכתוב סקר פשוט ובהיר ככל האפשר. חשוב מאוד שהסקר ישמש לבניית קהילה
ולא לפירוקה והשאלות נוסחו לאור עיקרון זה.
ב.
התשובות
לסקר תהיינה אנונימיות. לורה רוזן ומינדי שימעל, שעוסקות בניתוח נתונים בחייהן
המקצועיים, ינתחו את התוצאות. השאלון כולל שאלות דמוגרפיות על גיל, מין ועוצמת
הקשר לקהילה כדי לאפשר ניתוח של המידע לפי הפרמטרים הללו. הניתוח יוצג בפני הוועד
המנהל ויהיה זמין לכל חברי הקהילה. ועדת המנהג שואפת להבטיח שקיפות בכל שלבי
התהליך.
ג.
השאלות
נועדו לבדוק האם יש אפשרות שמקובלת על רוב חברי הקהילה.
ד.
זהו
סקר דעות, לא הצבעה מחייבת. הוועד המנהל יקבל את ההחלטה הסופית על המשך התהליך.
ה.
בשאלון
יתבקש החברים לשקול הצעות שונות לפורמט של קבלת שבת. יהיו גם שאלות פתוחות שיאפשרו
לחברים להביע את דעתם ולהעלות הצעות שלא נמצאות בסקר.
ו.
הסקר
ישלח לכל חברי הקהילה. מושקע כעת מאמץ רב באיסוף פרטים עדכניים של כל החברים. ועדת
המנהג ממליצה שכל חברי הקהילה וילדיהם מגיל מצוות יוכלו לענות לשאלון.
חשוב
לציין שהדיון היה מכובד ומכבד.

סיכום ההערות והתגובות להצגת השאלון:
א.
התקיים
דיון ארוך בשאלת משתתפי הסקר ובעיקר בשאלת השתתפות הנוער (מגיל מצוות ועד גיל 18).
מצד אחד, הובעה הדעה שבני הנוער עוד לא גיבשו את דעתם הבוגרת ושהם אינם מבינים עד
הסוף את ההשלכות של ההחלטה. מצד שני, הובעה הדעה שחשוב מאוד לכלול בדיון את בעלי
התפילה העתידיים של הקהילה ולתת לנוער הרגשה שדעתם יכולה להשפיע על התנהלות
הקהילה.
הוחלט לאפשר לכל חברי הקהילה וילדיהם מגיל מצוות להשתתף בסקר. הנתונים יפולחו גם
לפי גיל כך שהוועד המנהל יוכל להחליט האם וכיצד לשלב את דעתו של הנוער בדיון.
ב.
יש
תחושה בקרב חלק מהחברים שכבר התקבלה החלטה לשנות את הנוהג הקיים והדיון מתמקד
ביישום השינוי במקום בשאלה האם יהיה שינוי. הועלתה הטענה שהשאלות וניסוחן עשויות
להתפרש בצורה כזו. התקבלה הצעה להוסיף שאלה שתבדוק אם החברים מעוניינים בשינוי או
בהשארת המצב על כנו. הוצע שנוסח השאלה יבחין בין חברים המתנגדים לשינוי לכאלה
שאינם מעוניינים בשינוי אך מוכנים לקבלו.

המנהג התבקשה להסביר את השורה A woman
leading Kabbalat Shabbat from the bima Downstairs,
only for special private events (e.g., bat mitzva of a
shul member), with the regular male-led service upstairs
הכוונה היא לתפילה שלא מודיעים עליה ושמארגנת
אותה משפחה לרגל שמחה משפחתית. מכאן, התפתח דיון על תפילות משפחתיות נפרדות
לשמחות. עלו כמה רעיונות ובהם התחושה שיש רצון לגמישות רבה יותר במנהגי התפילה
כשמדובר בתפילות לרגל שמחות פרטיות. בעבר היו בקשות לקיים תפילות שבהן כל בעלי
התפקידים הם גברים.
ד.
נדרשה
הבהרה לשורה A woman leading Kabbalat Shabbat from the
women's section upstairs, with a rotation of two or more ba'alei tefilla,
alternating for each mizmor (edot hamizrah style).
הכוונה
היא למערך הדומה לזה הנהוג היום ל'אתה הראת' בשמחת תורה. יש כמה צירופים שונים
אפשריים: לדוגמה, גבר ואישה, גברים בלבד, נשים בלבד.

נדרשה
הבהרה גם לשאלה How would your likelihood of attending shul
Friday night be affected if one of these options were adopted?
הוועדה
התבקשה להבחין בין חברים שלא יבואו בלילות שישי כלל וכאלה שלא יבואו רק בלילות
שישי שבהם תהיה תפילה שאינה כפי הנוהג כיום.
ו.
התפתח
דיון סביב הקשר בין תדירות התפילה האלטרנטיבית, אם תהיה כזו, למידת ההסכמה לשינוי.
ועדת המנהג ביקשה שלא להוסיף שאלה כזו שתסבך את השאלון. החברים יוכלו להביע את
דעתם בנידון בשאלות הפתוחות.
ז.
עלו
חששות לגבי סיכום התשובות לשאלות הפתוחות ולגבי שמירה על אנונימיות המשיבים לשאלות
הללו. ועדת המנהג תסכם את התשובות ותדווח על המגמות הכלליות ולא על תשובות
ספציפיות.
ח.
התקבלה
ההצעה לשלב התייחסות ספציפית לשאלת הקשר בין השינויים המוצעים למידת ההשתתפות
בתפילות בכלל. השאלה תנוסח מתוך התפיסה שעל כל השאלות לבנות קהילה ולא לפרקה.
ט.
עלו
נושאים נוספים, אך ועדת המנהג הביעה את רצונה שהשאלון יהיה פשוט ככל האפשר. החברים
יוכלו להביע את דעתם ולהוסיף רעיונות בתשובות לשאלות הפתוחות.

יתוקן לאור הדיון וגרסה סופית שלו תוצג פני הוועד המנהל.

Miriam Fine was introduced to the executive committee and welcomed as the new office manager.
The Kehilla's new insurance company currently requires that all the Torahs be locked in the aron kodesh on the upper level. The executive committee was asked to authorize funds up to 2000 NIS to pay for a solution which would allow for storage of a Torah on the main level. This Torah would be used by the weekday minyan and the Shabbat early minyan. Currently, they need to bring down the Torah and return it upstairs every day. The executive committee agreed to consider proposals for this retrofit and asked for an estimate of the cost. Concerns were raised that the aesthetics of the proposed changes be taken into consideration.
Dina Weiner introduced the draft
of the questionnaire (Survey) to the executive committee and observers. She read through the
entire document giving explanations and allowing for comments. The following is
a summary of the presentation:
a. In designing the survey, the Minhag Committee aimed to keep it as simple as possible. It is important to them that this process be an exercise in "community building" and they were careful with their choice of language and content that it not be "community breaking".
b. The survey responses will be anonymous and will be analysed by Laura Rosen and Mindy Schimmel. The questionnaire includes questions about age, gender and community connection which will allow for breakdown of responses along those lines. The analysis will be presented to the executive committee and made available to the entire kehilla. The Minhag Committee emphasized a desire for transparency throughout the process.
c. The questions were designed with the goal of finding a proposal for Kabbalat Shabbat which a majority of the community will favour.
d. It was emphasized that this is a survey of the community and not a binding vote. The executive committee will make the final decision on how to proceed with this process.
e. The questions ask members to weigh in on various different proposals for the format of Kabbalat Shabbat. There are also open-ended questions which allow members to express their opinions and offer solutions not proposed on the questionnaire.
f. The questionnaire will be sent to all members of the community. An effort is being made to gather up-to-date contact information for all members. The Minhag Community suggests surveying all members and their children from the age of bar/bat mitzvah.
An appreciation of the respectful nature of the discussion was noted. The following is a summary of the comments and responses to the presentation of the questionnaire:
a. There was much discussion about who should be surveyed. Many people were concerned about surveying the bar/bat mitzvah to 18-year-old age group. They expressed concern that younger people's opinions were not yet fully formed and that they do not have a strong sense of the implications of this decision. Others felt it was important to include young people who may be the leaders of Kabbalat Shabbat services and who feel they have a stake in the community. They emphasized the importance of young people. The executive committee voted to survey members and their children from bar/bat mitzvah age.
b. A concern was raised that the results of this process are a foregone conclusion and that we are considering how to implement change rather than whether or not to implement change. The opinion was expressed that the questions and the language of the questions is leading. An additional question was proposed and will be added, asking members whether they would like to see changes to Kabbalat Shabbat or are satisified with Kabbalat Shabbat as it is. It was suggested that this question be worded so that it will distinguish between whether people are opposed to change or just not interested in changes but willing to accept them.
c. One of the options offered for consideration in the survey is: "A woman leading Kabbalat Shabbat downstairs, for special occasions (e.g. bat mitzva)". This option required much clarification. It was explained that this refers to a service which is not announced to the entire community and is being held by a family as part of a simcha. This discussion led to a broader discussion of private services for family smachot. It was suggested that there is a desire for greater flexibility in both directions when it comes to services for private smachot. Requests have also been made to have family smachot which have private services in which all leadership and honours are taken only by men.
d. Another option which required clarification was: "A woman leading Kabbalat Shabbat from the women's section upstairs, with a rotation of two or more ba'alei tefilla, alternating for each mizmor (edot hamizrah style)". This was explained as being somewhat like "ata hareita" on Simchat Torah. The proposed back and forth could be done in a number of different ways. One of the possibilities includes alternating one man, one woman, but could be alternating only women or only men or any number of configurations.
e. The Minhag Committee was asked to clarify the question: "How would your likelihood of attending shul Friday night be affected if one of these options were adopted?" There were requests to make sure to distinguish between whether people would not come at all and those who would not attend services in which one of the proposed changes was being implemented.
f. There was much discussion around asking members to comment on how the frequency of proposed changes would affect their decision. The Minhag Committee felt it would be too difficult to ask people to consider this parameter in their response to each question. They felt that people could express opinions on this subject in the open-ended question sections.
g. There was concern about how responses to open-ended questions would be reported and how anonymity be maintained in this case. The Minhag Committee will summarize these responses rather than reporting individual responses and report on trends in the answers or comments which were made by many members.
h. It was suggested, and accepted, that the final open-ended question include a component asking "Please relate to how this will affect your attendance in general?" The question will be carefully worded to reflect the desire expressed by the Minhag Committee that all questions be "community building" and not serve to divide the community.
i. While there were many particular specific concerns raised by individuals, the Minhag Committee expressed the opinion that the questionnaire be kept as simple as possible. They pointed out that members have the opportunity to express opinions in their responses to the many open-ended questions.
The questionnaire will be revised in light of this discussion and an amended version presented to the executive committee.
