SUMMARY OF THE JANUARY 28, 2014 MEETING

OF THE KEHILLAT YEDIDYA EXECUTIVE COMMITTEE

Agenda Items:

1.   Election of New Member to PACOM

Anna Kochin was unanimously elected to fill a vacancy on the Political Action Committee.

2.   2014 Budget Proposal (Gary Ginsberg)

The 2014 budget was presented to the executive committee for approval.

a.    The 2014 proposed budget included a 5% increase in membership dues. In light of this proposal, the executive committee returned to discussions that have been continuing over the course of the past few meetings about encouraging new members to join the community. The financial barriers to membership were discussed. Proposed solutions include changing membership dues structuring and introducing new membership categories. The executive committee proposed deferring a final decision on membership dues for 2014 until June. This proposal passed unanimously.

b.    The executive committee has been exploring alternative fundraising possibilities. It was proposed that a fundraising effort be made to raise money directed at subsidizing membership dues for members who ask for financial assistance. The target for this fundraising is 10 000 NIS. This proposal passed unanimously.

c.    During the budget discussions, it was noted that the community's collection of building fund contributions through hora'at keva was coming to a close. The executive committee discussed offering newer members the opportunity to contribute to the building fund. It was acknowledged that not all new members are in a financial position to make additional contributions to the community beyond the membership fee. Offering new member discounts while also asking for extra contributions might be seen as contradicting one another. The executive committee discussed the possibility that new members and those who have not yet contributed to the building fund be encouraged to participate in contributing to the Kehillat Yedidya community in this way, without obligating those members to do so. The executive committee decided to explore this possibility with the fundraising committee.

d.    The executive committee accepted the proposed budget, amended to reflect the two decisions noted above.

e.    Executive committee members and observers made some suggestions as to how to reduce budget costs. Oversight of committees and their budgets and the development of a system for committee spending review was suggested. The financial committee will meet to discuss this issue and make a proposal to the executive committee.

3.   Resolution on Young Adult Membership

A draft resolution was presented proposing the creation of a new category of membership. (Click to view resolution) The Young Adult Membership is aimed at adult children of current members. These children have been considered, in many ways, members of the kehilla but have not had voting privileges nor been asked to take on communal responsibilities. The proposed new category of membership would make it easier for adult children to participate in kehilla votes and ask them to make a contribution of time to the community. These members would be asked to pay a nominal membership fee.

a.    The age cut-off was discussed. Executive committee members debated whether this membership category should begin at age 18 or at completion of high school. The final wording will say: adult children who have completed high school or have reached 18 years, whichever is first.

b.    The executive committee decided on a membership fee of 50 NIS for this group, but free membership for soldiers and members doing national service.

c.    Soldiers and members doing national service will be exempt from community volunteering responsibilities. Other members in this category will be asked to sign up for volunteer duties from a list of tasks.

4.   Next Meeting

The date for the February meeting will be set by email. At the February meeting, Dina Weiner of the Minhag Committee will present the kabbalat shabbat survey questionnaire. The discussion will include consideration of who should participate in the survey.


 

סיכום ישיבת הוועד המנהל של קהילת ידידיה שהתקיימה ב-28 בינואר 2014

1. בחירת חבר חדש לוועדת העניינים שעל סדר היום

אנה קוצ'ין נבחרה לחברה בוועדת העניינים שעל סדר היום.

 

2. הצגת הצעת התקציב ל-2014 (גארי גינסברג)

הצעת התקציב לשנת 2014 הובאה לאישור הוועד המנהל.

א.      הצעת התקציב כללה העלאת דמי החבר בשיעור של 5%. לאור הצעה זו, הוועד דן שוב בדרכים למשוך חברים חדשים ובחסמים כלכליים להצטרפות של חברים חדשים. הוצעו מספר פתרונות ובהם ארגון מחדש של מבנה דמי החבר ויצירה של קטגוריות חברות חדשות. הוועד המנהל החליט לדחות את קבלת ההחלטה על העלאת דמי החבר עד ליוני 2014.

ב.       הוועד המנהל דן בדרכים לגיוס משאבים נוספים. הוחלט לאשר גיוס של 10,000 ₪ לשם סבסוד דמי חבר לחברים המבקשים סיוע כספי.

ג.        צוין שתשלום הוראות הקבע לקרן הבניין יבוא לסיומו השנה.
הוועד המנהל דן בשאלת תרומה של חברים חדשים לקרן הבניין. הוועד מכיר בכך שלא כל החברים יכולים לתרום מבחינה חומרית לקהילה מעבר לתשלום דמי החבר, ושיש סתירה מסוימת במתן הנחות לחברים חדשים תוך בקשת תרומה לקרן הבניין.  הוועד דן באפשרות לעודד את מי שעוד לא תרם לקרן הבניין לתרום לקרן הבניין, אך לא לחייב חברים בתרומה כזו. הוועד המנהל יבחן את הסוגיה עם ועדת גיוס המשאבים.

ד.       הוועד המנהל אישר את הצעת התקציב המתוקנת (כולל סעיפים א-ב למעלה).

ה.      חברי הוועד המנהל והמשקיפים העלו כמה אפשרויות לצמצום ההוצאות. הוצע להגביר את הפיקוח על הוועדות ותקציביהן וליצור מנגנון דיווח על הוצאות הוועדות. ועדת הכספים תדון בנושא והמלצותיה יובאו בפני הוועד המנהל.

 

3. טיוטת החלטה על מסלול חבֵרות חדש

הוצגה טיוטה להחלטה על מסלול חברות חדש המיועד לצעירים עד גיל 25, בני חברי הקהילה. (ראה החלטה(

 עד כה, צעירים אלה נחשבו לחברי הקהילה מבחינות רבות אך לא היו חברי העמותה, לא השתתפו בהצבעות ולא התבקשו לשאת במטלות הקהילתיות.

המסלול החדש יאפשר לצעירים הללו להיות חברי העמותה ולהשתתף בהצבעות. הם ישלמו דמי חבר סמליים ויתבקשו לתרום זמן למשימות של הקהילה.

א.      נדונה שאלת גיל המינימום להצטרפות לעמותה במסגרת הזו. הוועד המנהל התלבט האם הצעירים יוכלו להצטרף בגיל 18 או עם סיום התיכון. הוחלט שבני חברים בני 18 לפחות או בני 17 ובוגרי תיכון יוכלו לבקש להיות חברי העמותה.

ב.       דמי החבר במסלול זה יהיו 50 ₪, והמשרתים בצבא בשירות הלאומי יהיו פטורים מתשלום בתקופת שירותם.

ג.        צעירים בשירות פעיל יהיו פטורים ממשימות קהילתיות. חברים אחרים במסלול זה יתבקשו לבחור בפעילות מתוך רשימה מגודרת.

 

4. הישיבה הבאה

מועד הישיבה בפברואר יקבע במייל. בישיבה זו, דינה ויינר מוועדת המנהג תציג את שאלון הסקר על קבלת שבת. הדיון יעסוק גם בהגדרת הקבוצה שתשתתף בסקר.
